How special tax districts pay for neighborhood growth and public improvements.

Watch for any follow-up agenda items naming additional TIF districts for early termination, amendments, or a new TIF district tied to Hamilton/East River redevelopment.

Typically discussed at City Council. Check back when the next agenda is published.

On March 17, council voted 6-0 to end TIF district 13 after staff said the planned Culver’s at Washington and 22nd isn’t moving soon. The same night, council also ended TIF district 16, which staff said had no active project and was slightly negative from admin/audit costs. Staff also pointed to the former Hamilton site area as a place the city may tie to a new, larger TIF district later.

  1. A Joint Review Board agenda included an annual review of all TIF districts; staff said Baird was hired to prepare a valuation estimate report and expected it the next week, with results to be shared once received.

  2. Staff outlined a 2026 TIF district strategy: the city operates 12 TIF districts and a performance review using 2025 data could lead to early termination of underperforming districts and amendments to active districts to reflect state law changes.

  3. Council passed a resolution to terminate TIF district 13; staff said the district’s intended anchor project (a Culver’s at Washington and 22nd) is not moving forward in the near term, and termination returns future property-value growth to the regular tax rolls beginning in 2027.

  4. Council passed a resolution to terminate TIF district 16; staff said it had no active project and had accumulated small administrative/audit costs, leaving it slightly negative, and staff referenced the former Hamilton property area as a potential focus for a future, larger TIF district.
