sidewalk snow removal rules
Owners must clear sidewalks/ramps within ~24 hrs; city can enforce and bill.
Whether the city issues written downtown snow-handling guidance and whether enforcement/billing decisions produce more appeals or invoice reviews.
Typically discussed at Public Works Committee. Check back when the next agenda is published.
Two Rivers updated its sidewalk snow rules to a “reasonable timeframe,” generally treated as 24 hours after snow stops, and added stronger enforcement and billing tools. After that, Public Works kept running into the real-world problem: back-to-back storms, limited staff, and complaints when plows push snow back onto already-cleared sidewalks—especially downtown where snow-handling expectations weren’t written down.

City Council adopted an ordinance amending Municipal Code Section 4-1-6 on snow and ice removal on an 8-0 vote.
City Council -
The ordinance shifted the standard toward a “reasonable timeframe” for clearing sidewalks and corner ramps, presumed to be within 24 hours after snow stops falling.
City Council -
The ordinance strengthened the city’s ability to recover costs when the city clears a sidewalk itself, including staff time for inspection, documentation, and billing at a set per-foot rate.
City Council -
The ordinance added escalating penalties for repeat violations and authorized additional city staff beyond Public Works to enforce the rules.
