Two Rivers updated its sidewalk snow rules to a “reasonable timeframe,” generally treated as 24 hours after snow stops, and added stronger enforcement and billing tools. After that, Public Works kept running into the real-world problem: back-to-back storms, limited staff, and complaints when plows push snow back onto already-cleared sidewalks—especially downtown where snow-handling expectations weren’t written down.
