At the Oct. 30 Personnel and Finance Committee meeting, staff walked through proposed TIF district budgets and said the numbers will shift once the property tax levy is known. The big takeaway: TIF Districts 6 and 10 are expected to close in 2026 with negative balances, and a few other districts could also end a year slightly in the red because of service fees.

  1. Staff presented proposed TIF district budgets using the same total property tax revenue as the prior year, redistributed based on updated increment values, and said the figures will change once levy information arrives.
