In July, the Personnel and Finance Committee dug into whether Two Rivers can legally keep its employee residency rule as-written. The city manager said state law has tightened since 2013, and the city’s current approach—treating most full-time staff as emergency responders—may be too broad. The committee looked at draft wording but didn’t send a recommendation to the full council yet.
