Council has now signed off on two kinds of borrowing: up to $2.565 million for 2026 projects (8-1 vote) and up to about $1.39 million tied to the water utility (both unanimous). One resident warned that once the city borrows, it can feel like the spending is already decided—especially with the Neshotah Beach concessions line still missing final quotes and survey results.
